Downtown Tunnel Repair Contract Advances

The City of Staunton is moving toward awarding a construction contract for the Downtown Tunnel Repairs Project after receiving a qualified bid last month. The project will address structural repairs to the creek tunnels beneath Byers Street, West Johnson Street, and New Street – critical components of the downtown stormwater and transportation network.

The bid, submitted by Virginia Infrastructure of Lexington, totals $4.62 million and is now under financial and legal review. Pending completion of that process and required documentation, the contract could be executed by the end of December.

Once under contract, the first several weeks will focus on administrative preparation, planning, and materials procurement rather than on-site activity.

“Although residents may not see equipment right away, these early weeks are some of the most critical,” said City Engineer Lyle Hartt. “The contractor will be finalizing bypass pumping plans, traffic management plans, and ordering long lead-time materials. Visible work is anticipated to begin in late February or March.”

“We know these repairs will create temporary challenges downtown, especially in the Wharf district, and we appreciate the community’s patience as we move forward,” said City Manager Leslie Beauregard. “Addressing the tunnel conditions now, before a more serious failure can occur, is essential for public safety and the long-term health of our infrastructure. Throughout this project, our goal is to keep downtown accessible, support local businesses, and communicate clearly so residents know what to expect at each phase.”

Anticipated Construction Timeline

The detailed construction schedule will be finalized with the contractor upon execution of the agreement. Current estimates outline the following sequence:

  • Byers Street Tunnel: Late Winter 2026 – Summer 2026
  • West Johnson Street Tunnel: Summer 2026 – Spring 2027
  • New Street Tunnel: Spring 2027

These phases are designed to maintain access and circulation downtown while each tunnel is addressed in sequence.

Phase One: Byers Street Tunnel

Work will begin with the Byers Street tunnel to reopen the street to all modes of transportation and allow it to function as a detour for later phases. During this phase, the eastern portion of the Wharf parking lot will close, with some on-street parking adjustments as needed.

Funding

Funding for the $4.62 million project will be provided through the new Infrastructure Capital Improvements Fund established by City Council this year to address aging infrastructure needs.  The fund’s primary revenue sources include the additional proceeds generated from the two-cent increase in the real estate tax rate, as well as proceeds from the sale of three parcels in Staunton Crossing.

Minimizing Impacts Downtown

The city is implementing several measures to reduce disruptions during this multi-year effort:

  • Parking: Portions of the Wharf and RMA lots will temporarily close during each phase, with alternative parking options clearly marked and maintained.
  • Detours: A comprehensive detour plan will route traffic safely around closures, coordinated with BRITE Transit, first responders, and mapping applications.
  • Wayfinding & Signage: Enhanced signage will guide drivers, pedestrians, and visitors throughout the area.
  • Pedestrian Access: Wharf placemaking elements will remain in place to preserve a welcoming and walkable environment.
  • Business Coordination: Monthly meetings with Wharf businesses and property owners will continue throughout construction.
  • Public Communication: A dedicated project webpage will provide timelines, updates, photos, and FAQs, supplemented by news releases and social media updates.
